An international press conference on “Achievements in the field of preschool education for 2017-2021 and future plans” was held on August 4 at the International Press Club. The event was attended by officials from the Ministry of Preschool Education of the Republic of Uzbekistan, relevant foreign guests and members of the media. The press conference was organized in cooperation with international partners to discuss the reforms in the field of preschool education for 2017-2021, the introduction of innovative pedagogical technologies in the field, the results of effective work to increase coverage. They also exchanged views on the role of the non-governmental sector, the purpose and effectiveness of one-year compulsory pre-school education, as well as the media coverage of the ongoing reforms in the framework of cooperation. 34.5 million people live in our country. 2.8 million of them are children between the ages of 3 and 7. The annual population growth is 800,000 children. Preschool education organizations are divided into the following types: general pre-school education institutions for children aged 3-7, preschool education institutions for children with special educational needs for 2-7 years, and free compulsory one-year pre-school education for children up to 6 years old. In our country, a large-scale work is being done to cover children aged 3-7 in preschool education. In particular, if we look at the years, in 2017 there were 708,247 people (27.7%), in 2018 there were 932,310 people (37.7%), in 2019 there were 1,413,290 people (52.3%), in 2020 there were 1,699,566 people (60.9%). As of June 2021, 1,760,808 (62.4%) children between the ages of 3 and 7 were enrolled in preschool education. This means that the interest rate is increasing from year to year. In addition, in accordance with the Decree of the President of the Republic of Uzbekistan “On approval of the Concept of development of preschool education in the Republic of Uzbekistan until 2030”, by 2030 it is planned to cover 80.8% of children in preschool education. According to statistics, the state budget expenditures for the development of this sector have been growing from year to year. The share of state budget expenditures on education in relation to GDP increased from 15.5% in 2017 to 21.8% by 2021. During the conference, the achievements, mistakes and shortcomings of the Ministry of Preschool Education, as well as future plans were discussed in detail. To date, 32,428 new jobs have been created in the pre-school education system under the New Construction, Reconstruction and Overhaul Investment Program and the Anti-Crisis Fund to improve the material and technical base of 417 public pre-school education institutions, including , they are 2,580 jobs for the construction of 18 new MTTs, 17,270 jobs for the commissioning of 131 vacant facilities, 12,578 jobs for the reconstruction of existing public preschools. created at the expense of. By the end of 2020, construction and installation works were completed at 376 facilities, including 2,460 due to the construction of 17 MTTs, 15,895 due to the reconstruction of 122 vacant facilities, 11,073 new ones due to the reconstruction of 237 vacant MTTs. It should be noted that a total of 91 legal acts were adopted in the field of preschool education in 2017-2021. These documents include decrees and orders of the President, resolutions and orders of the Cabinet of Ministers, as well as departmental regulations. As the sector develops, there is a growing need to increase the number of preschools. In 2017, there were 5,211 preschool education institutions in Uzbekistan, and by 2018, there were 7,104, in 2019, 13,530, in 2020, 18,254, and in June 2021, 19,316. Of these, the number of public pre-school education institutions is 6,258 (32%) and non-governmental pre-school education institutions are 13,058. The number of private preschools in the private sector is 795 (6%), the number of public-private non-governmental preschools is 1,051 (8%), and the number of family preschools is 11,212 (86%). It was suggested that a student entering the first grade of the general secondary education system should have the first foundation of school readiness. This, in turn, will lead to the introduction of pre-school education and the involvement of 6-year-olds. At the same time, 250,669 people (44.8%) in this direction in 2018, 436,003 people (69.1%) in 2019, 507,145 people (77.0%) in 2020, and 515,144 people by the end of the 1st half of 2021. children (77.0%) were covered. By 2025, 744,532 children aged 3-7 are expected to reach 100%. The role of educators in the pre-school education system is invaluable. Conditions are being created for an increase in the number of teachers and educators in the system. In 2018, the number of teachers with higher education was 23,272, in 2019 – 34,180, in 2020 – 37,000, and in 2021 – 40,388. This means that in the last 4 years, the figure has risen from 27.6% to 31.7%. In particular, faculties and special correspondence groups on preschool education have been established in the regions. The salaries of teachers and educators have been gradually increased to 70%. In addition, quotas for admission to higher education institutions have been increased, and Puchon University and AI Gertsen’s branch have been established to train specialists in the field. A total of 1,198 students are studying at Puchon University. The IA Gertsen branch plans to enroll a total of 405 students for the 2021-2022 academic year. In particular, the three-year bachelor’s degree program allows for the rapid development of professionals. The state curriculum “First Step” has been developed in accordance with the state requirements for the development of young and preschool children in the preschool education system and on the basis of international standards. It is known that the basis of the educational process is play. In addition to educating the child, the child’s personal qualities are developed through play, communication and social competencies. Most importantly, within the framework of the state curriculum “First Step” in each preschool organization established 5 development centers, where teachers teach children construction and mathematics, art, science and nature, language and speech, plot-role. are studying in areas such as games. According to the alternative form of pre-school education, under Phase 1 of 2020, 1,536 children living in 44 remote communities will have access to pre-school education. To make it easier for them to get to and from the facility, 16 ISUZU buses have been released. By Phase 2 of 2021, these numbers have been expanded to include 49 ISUZU buses. A total of 4,700 children from 98 hard-to-reach neighborhoods were able to attend pre-school. The establishment of the only preschool in Central Asia, Imkon, which has a rehabilitation center for children in the Aral Sea region, is helping to improve children’s health. With a capacity of 3,000 children a year, the facility has fine motor and visual activities, speech therapy, voice lessons, as well as physiotherapy, gym, physical therapy, music therapy, sensory rooms, and an indoor swimming pool. The Ministry of Preschool Education has established cooperation in this field with the Republic of Korea, the People’s Republic of China, the Russian Federation, Japan, Singapore, Turkey, Poland and other countries. To date, the Ministry of Preschool Education and foreign partners have signed 66 memorandums and agreements aimed at developing the system of preschool education in the Republic of Uzbekistan. It also works with international organizations and financial institutions such as UNICEF, UNESCO, KOICA, JICA, TIKA, OSCE, World Bank Group, Saudi Fund for Development, Rossotrudnichestvo. In order to attract foreign investment in the field of preschool education, 141 mln. International agreements have been reached in the amount of USD. These investments are in the form of grants, sponsorships, foreign direct investment and state-guaranteed loans. It is worth noting that $ 5 million, Russia (Lukoil) 12 million, the Saudi Development Fund 10.9 million and other organizations 4.3 million US dollars. In addition, the ministry has agreed with the Islamic Development Bank ($ 30 million) and the Kuwait Fund for Arab Economic Development ($ 20 million) to attract foreign investment to expand the private pre-school education network. Negotiations are underway to implement projects worth US $ 1 billion. In addition, UNESCO plans to hold the II World Conference on Early Childhood Education in 2022 in Tashkent. A plan for the introduction of alternative forms of pre-school education is currently being developed, which will be tested in 2020 in collaboration with the United Nations Children’s Fund (UNICEF) and will be implemented in 2021. At the same time, in Kasan, Turakurgan, Chust and Naryn districts of Namangan region and in Bagat and Kushkupir districts of Khorezm region, play groups of different age groups began their activities. As part of the program, a number of trainings on working in different age groups were conducted. The World Bank’s Early Childhood Improvement Project, which will be implemented from 2020, will focus on various alternative forms of pre-school education, including home visits and special education needs, focusing on children aged 3 to 7 living in remote areas of the country. It is planned to test “Early Development Centers” for children with disabilities. In 2019-2020, the Ministry of Preschool Education, in collaboration with WHO experts, reviewed child nutrition standards, including a list of foods and cooking technology. In order to put all these principles into practice and ensure healthy nutrition for children, a recipe book for preschools was developed, in which we tried to reflect the wishes of parents and the needs of children. I would like to emphasize that the main changes in the new dietary standards for children are to reduce the level of salt and sugar in the diet of children, increase the amount of vegetables and fruits, and it is aimed at eliminating harmful fats in the diet of children. The caloric content of proteins, carbohydrates, and fats (including saturated / unsaturated) was also changed, and iodized salt, fiber, and micronutrients were added. This book refutes the usual rules of eating, for example, if compotes or drinks are made from dried fruits, they can be tasty and even healthy, even without sugar; pumpkin puree can give the porridge a sweet taste or as a dessert, the salad can be flavored with lemon juice without adding salt, and can be colored using natural dyes such as beet juice, greens or spinach. The food served is healthy, nutritious, appealing and even fun. The types of recipes for the organization of meals and meals prepared in them in preschool institutions were studied and the norms, children’s needs for nutrients and necessary energy sources, proteins, fats, carbohydrates, vitamins and minerals, basic foods products, their quality characteristics, signs of poor quality, all the requirements for their transportation, reception, storage, safety, raw materials, their composition, labeling, nutrition, and the application of all these principles in practice and the health of children. In order to ensure nutrition, a book of recipes for preschools “Kindergarten recipes” was developed and presented on June 1, 2021. At the end of the event, media representatives and journalists received answers to all their questions from the relevant officials.
